reason for doing so is that it seems prima facie in

some respects to conflict with article 6.

Article 6.A. I suggest insertion after word

"with" in first line of words "or without" as many

places we hope to include in schedule are inaccessible

to shipping. I should also propose to make some

emendations either in this article or schedule so as

to distinguich between places such as treaty ports

and trade marts (where we claim the right to reside and trade) and ports of call where we only claim

right for our chips to enter with passengers and cargo

or with passengers only. See China Year Book 1928

page 1069.

Word "lease" in last line of first paragraph

do you think this safeguards right to lease land in

perpetuity in treaty ports? We should presumably

not claim it in case of trade marts where Chinese

have always insisted on term of leases and might have to add some phrase to that effect if Chinese raised it.

Article 7. Words "own merchandise" in last line.

Chinese will probably object to this as involving

claims in case of loss or damage: if so we might

explain we do not claim any greater immunities and privileges for our goods than are in fact, accorded to Chinese owned goods. I presume you would not object

to this? And if necessary allow the addition of

some such phrase to the article?
